The State Service for Accreditation of Health Care Activities under the Ministry of Health (hereinafter referred to as the Accreditation Service) would like to draw the attention of all personal health care institutions (hereinafter referred to as the Institutions) to the fact that by 1 September 2022 all Institutions are obliged to enter into an agreement on the use of the Electronic System for Health Services and Collaborative Infrastructure Information System (hereinafter referred to as the ESPBI IS) managed by the Ministry of Health, and to fill in the electronic documents and submit the data to this system.
The amendment to the Law on Health Care Institutions of the Republic of Lithuania (hereinafter referred to as the "Law") has created an obligation for all legal entities providing health care services to use ESPBI IS for submission and receipt of mandatory data.
It should be noted that the ESPBI IS electronic health record contains all the information about the patient's health history, and the patient and his/her doctor can see the data of the tests performed, medical images, diagnoses, prescriptions, referrals, X-rays, certificates ordered and issued, consultation registrations, and other relevant information. ESPBI IS allows patients to view their health data, appoint a representative and act as a proxy on behalf of other patients. Doctors using ESPBI IS see electronic health records, have instant access to a patient's detailed health information, e-prescriptions, e-registration, e-medical certificates, prescribe medicines and issue e-prescriptions, so that patients only need to show their ID when purchasing medicines and medical supplies. Personal data are processed in the ESPBI IS for the purpose of providing patients with services related to healthcare activities, identifying patients and professionals involved in healthcare activities.
The Accreditation Service points out that if by the specified deadline the Establishments fail to fulfil the obligation laid down in the Law to conclude an agreement on the use of ESPBI IS in accordance with the procedure laid down by the legislation, the validity of the licence for personal health care activities will be suspended for all personal health care services. We therefore urge the Establishments to carry out the preparatory work in time to avoid operational disruptions.
